You know what's funny, I met Paul St. Peter, the Announcer for Soul Calibur, and I asked him specifically if they straight up asked him to do his Xemnas Voice for Soul Calibur 5/6, and I sadly can't remember the full story off the top of my head, but I think his response was basically: "I tried a few different voices, and eventually landed on Xemnas as it was one I was doing somewhat recently, and I can't tell if they wanted to avoid bringing it up or if they just liked how it sounded." Which, is fine by me because the man has a killer voice for Xemnas and doing it for SC5/6 was a welcome addition for me lol.
Even beyond fighting games, the adrenaline that a simple announcer can bring is too easily overlooked for how pumped they get you. I often cite the arcade version of Hydro Thunder for that feeling of "YEAH! LET'S GO!!!"
I don't play too many fighting games... my most experience is with the Dead or Alive series or the Tekken series. I've only played Tekken 1-3 but I don't really recall an announcer. I will say announcers do have huge impacts on the overall game experience. Perhaps the biggest one would be the WaveRace 64 announcer who is both super encouraging and enthusiastic and also can mock you at times for sucking. I think the "Finish Him" for Mortal Kombat is the most iconic as you showcased. Fun topic to "think about".
Best announcer is Klassic Mortal Kombat. Shao Khan makes everything seem like “welcome to hell hahahahaha, now fight”. Best part is his the iconic “Finish Him”, and also the disgust when you do a friendship.

The KOF announcer has to be one of the best. The enthusiasm in his delivery is so enjoyable to hear.
