I ended up just brute-forcing that tower puzzle. I tried them one at a time and observed each one's effect on the gauge. I don't know if the dev meant people to solve it some other way or not.
This one also stumped me, and we got lucky with empirically getting a solution. Another commenter has told me that apparently the capacitors which aren't working are rusty, which I totally hadn't noticed! 😅
Seems confusing between what the main map shows as radiating circles from about where the transmitter is... but, all of the calculations are made from the telescope, which would change the degrees of the eagles a bit... just thinking out loud! I am basically at this same spot in the game right now... trying to figure these angles is tough!
You're absolutely correct - I feel the a angles have a little bit of fudging though, as otherwise I don't think the beacon would be dead centre on (0,0). There must be a few liberties with the geometry taken 🤔

That might have been an arithmetic error on my part...
