My grandma literally spends the whole morning deboning 5 bangus when she would cook this for lunch when I was a kid. God I miss her. RIP Ima. When she debones the fish, she combs through the fish meat with her fingers to make sure no single bone is left, and then she sautes it with the usual - garlic, onions, carrots, potato, soy sauce, peas, calamansi juice, etc. So when you eat the relleno, it's like pork giniling only it's fish meat and it's wrapped inside a tasty crispy-ish bangus skin. This is how they do relleno in Pampanga, at least the area where my grandma is from. Oh and we don't put raisins. note: our pork giniling doesn't have tomato sauce, in case you're wondering. it's sauce is from soy sauce and calamansi juice.
I never ate this when I was young. But as i look back during Christmas 2010 when visiting my relatives. I gave it a try. It was so delicious, that I ended up eating it twice. YUM : )

That's an interesting take on relyeno. Nakakasawa ang relyeno sa store. I think they have the same recipe because they taste almost the same.
