Actually All the mentioned option are good options for an electrical student.so you can choose any one based on ur subject interests and ur future aim. But if you are okay to switch ur profile towards electronics then I may give little priority to vlsi branch for upcoming future and from placement perspective. P.E is also a very dynamic and demanding branch for nowadays and you are eligible to sit in all the semiconductor company as well but if u can manage some transition then may go for vlsi if you are completely oriented towards placement and not for further any government exam preparation.
