Unfortunately you are correct. They replaced a ton of sirens with the cheapest garbage they could find. Still boggles my mind they replaced sirens that had a proven track record for the past 50 years, with cheap garbage that has failed around the US. Hopefully those ATI's find their way to the garbage and we get some 508's.

You can really tell this has brush problems due to the passive chopper wind down. The brushes may be only slightly out of contact with the motor stator which makes arcs. The passive wind down is long because there is no friction! That makes total sense!
I talked with the director of Emergency Management here in Sedgwick County and he said that they try to repair all their sirens before replacing them, and then they use replaced ones for parts on others.

It should be operating in the other direction.I am wondering if it were wired in reverse polarity which could cause the rotator to run backward , and or the chopper motor is running in reverse which is pulling air in from the horn and getting canceled out by the blower?

This could be the blower turning off before the chopper motor because the chopper motor is running at a higher RPM. if the blower doesn't work this way, the rise could be some sort of mechanical failure.

If the bearings were bad, the wind-down would be much faster than it should be. This one actually has an abnormally long wind-down. Chances are the commutator brushes are nearly nonexistent, so they're barely making contact. There's probably a lot of arcing, which would explain the pitch fluctuations. The unusually long wind-down probably comes from the lack of friction from the brushes.

This thing sounded terrible, but what confuses me the most is why the chopper takes so long to wind-down at the end after the blower shuts off (Right around 3:11)

If this got fixed there wouldn't have been a need to replace it with an ATI but Wichita being Wichita thought this was Unfixable and was time to replace it.

The lack of volume is a bad/dying/broken blower/compresser/ and the warbling pitch is probably a failing chopper motor.
