For all the edginess of South park they've always handled the handicapped fairly respectfully. There's never been a time where Timmy or Jimmy have been treated like anything other than just one of the boys, even cartman never made fun of them.

For anyone curious, the surf music used while Jimmy was surfing was Nitro by Dick Dale - the official music video is here on YT. Dick Dale was one of the best guitarists of all time (he played left handed) and pioneered high wattage amplifiers.
