I’ve always liked his dubbed voice with fusion like effect but I never understood why his voice was so inconsistent in games, in Xenoverse 2, he sounds like Syn Shenron when he’s clearly Omega while other games, he sounds accurate as seen here.

No way. The English version is literally just when you're anonymously on TV and you want your voice to be unrecognizable. The Japanese one is just pure evil voice acting. Also Oemga moreso gives of the vibe of an old evil character rather than a younger sounding villain like Frieza.
