I remember on deployment I was swabbing the berthing during cleaners and I turned around and he randomly showed up and started helping me lmfaooo love him

Just for my knowledge, i thought the XO was either a Lt commander or Commander, and is second in command. This gentleman is wearing the eagle badge which means he is the Captain right? So he would be the CO, or commanding officer. Im not in the navy so please explain.
The captain of the ship on a carrier is the rank of Captain. He's the skipper, while the XO, on a carrier at least, is also the rank of Captain. In short, the Commanding Officer and the Executive Officer are both the rank of Captain. Cruisers and destroyers have captains that are Commander O5, and the XO can be a Lt. Commander O4
The XO's rank varies from ship to ship but you're right, they're usually a pay grade below the CO. However, I believe due to the nature of being the Navy's sole forward deployed aircraft carrier, on the Reagan both the CO and the XO hold the O6 pay grade, that being captain. However, the pay grade of captain is separate from being THE captain of a ship.
For example, the commander of US seventh fleet is a vice admiral (O9), the vice commander is a rear admiral lower half (O7), and the deputy commander is a captain (O6).
