I know how to make one let’s a little less complex. Just put to rings on the corner of your saddle, take leather and attach to 2 clips. Than use a little piece of Cotten or something of your desire for the middle. Repeat the last steps for the girth hook, and glue it all. Make sure it measures out properly!
