I pulled up to one ford explorer downhill but then I saw the antennas, i immediately knew not to go any faster, check all common police vehicles and other vehicles and look for their antenna locations. If it has more than one dome or long antenna lines or has stubby-type receivers. Thats a cop. Watch out. Look for multiple mirrors too. Also the standard steel blackened hubcaps is a good sign of a cop too. Also look for bars on the windows. Thats about it.

For lighting, we had strobes concealed in the head lights and tail lights and a strobe light mounted on the visor so it can be flipped down when needed and hidden when not. None of our cars had blackened hub caps, not even our marked ones. If a department wants to conceal their car, they can easily do so.
Nothing annoys me more than unmarks that have small, hard to notice light sets because the depts are either too lazy or dumb to realize people will have a hard time noticing them without a sufficient amount of lights scattered around the unmarked vehicle
