Rainbow SIx Siege: Speed Bug (3.9.2019.)

I have this problem 1 month and what u see on video is what i see on my screen. All programs are turned off only Uplay, Steam and R6 itself. EUW server 29ms in game 9-20png. Avg. FPS 55.
