Ideally feed bunks should be cleaned once per day; left-over feed (i.e. refusals, greater than 24 hours old) has been mouthed over extensively by the cattle and will have started incubating spoilage organisms. Leaving such feed and mixing it with new feed can accelerate spoilage (e.g. heating) in the fresh feed and decrease dry matter intake.
Generally, when feeding 2x, it is OK to feed the second amount on top of what remains of the first feeding. If feeding once per day (1x), and there are only “crumbs” left before the next feeding, DM intake and milk production may be being limited, compared with having a minimum daily left-over of about 3 - 5% (which can safely be refed to bred heifers).

Thanks for watching. This was a few years ago so I don't recall what the hay was like. We stopped at this same farm last fall and it looked like nice stuff then: ua-cam.com/video/qs2wJe1PMLs/v-deo.html
