So you can still use the Microsoft Magnifier's TTS function. Press Windows+Plus(+) to turn on the magnifier. You can use Windows+Plus(+) and Windows+Minus(-) to zoom in and out. You don't have to be zoomed in to use the TTS function. Just have the magnifier on, hold Control and Alt down then left click where the text that you want to have read starts. The magnifier will read it aloud.

If you don't have this option, download the Android Accessibility suite from the Play store play.google.com/store/apps/details?id=com.google.android.marvin.talkback&pli=1. You will now find Select to Speak in your accessibility settings. Enable it. This feature will allow you to read anything on the screen.
