To be fair, you also don't know if that's a friendly or enemy thermite or Maggie ult fire either.
Also unless Fuse is sitting there waiting for the EVAC, then Rampart is a counter to the EVAC tower.
The fact you're highlighted outside the the ring is a bug and that's stupid.
Pros called the Havoc trash for ages, then it got nerfed, then the nerf was reversed then a while later it was "oh havoc op" and they start crying about it.
Honestly, gets to the point you have to wonder if the pros even know the game they're playing properly or not. They're all just sheep, waiting for the next meta to form so they can jump on it and simultaneously complain about the meta.

No están llorando por eso 😂, están discutiendo si es un exploit o está permitido o no tener wallhacks qué no se puede destruir comoarando con el ult de seer, y que no existe counter play a él ult de fuse más el globo, 😂.
De igual forma ellos pueden hacer lo mismo nadie está llorando solo que eso específicamente se siente más como un exploit que una habilidad o jugada.

No it just has to be acknowledged as an exploit by ALGS so it’s not allowed in comp. Just like how healing while on Crypto drone is an exploit and not allowed in comp.
