Those wedge lock will fail at either the wedge end or the thread section, as the diameter on the thread has been reduced , here in NZ , because we have eqrthquake, it has been banned . This look like a very heavy structure , not sure why any engineer wants to design its columns and locate a splice high at the plastic zone like that... it is so wrong !

for hong kong concrete code, coupler shall be used in the lapping point when steel ratio of the vertical element like r.c column exceeds 3.46%. The coupler shall be installed in a staggered pattern. they should not be arranged at the same level like the video shows.

A jig and angle grinder to cut half lap joints and a stick welder would probably take as long, but be a lot lower tech and cheaper.

Surely just welding on a new section would be cheaper and faster.
It would but welding rebar takes the strength out of it more liable to snap
