It feels like shes a bit overtuned, I'm labbing her, but it just feels like parts of the matchup are genuinely insufferable. I personally just feel like she gains too much meter on her block strings and the recovery on a lot of her stuff isn't where it should be. Like 214K definitely needs more than 10 frames on recovery if it can be spaced to be plus, so then it's like "Okay you better make sure you spaced this out correctly otherwise you're fucked" scenario. literally chipp 5p has 10 frames of recovery

Strong? Yes, overtuned? Not really. Her damage is fair and her counterplay works often if you know what you are doing, if anything Hotashi has two great videos on how to deal with her
