If they ever do fight, I bet there will be some sort of “struggle” on Saitama’s side, whether it’s emotional, philosophical, or whatever. Helping people out with even the smallest of things, so his rank is more reflective of how well liked he is. He also actively chooses to remain C Rank as he recognizes that he has his limits, unable to handle some of the stuff that B Rank Heroes deal with. His Helmet and Body-Suit do help him survive some ugly situations though.

This is my favorite of all the episodes. Many people react to just the fight scene in this, and I find it's so much better when seen in context. Anyway, the rankings do have merit. Most people start at the bottom of C and move up. But it isn't poerfect. A little history, which I do not believe to be a spoiler since it is just about the rankings, and a little on how it works. Initially, there was only C, B, and A ranks. But they discovered heroes that were far above the others and created an S rank just for them. Something else you will learn is that at the top of every rank is somebody that refuses to move up for one reason or another. They discussed Muman Rider not wanting to move up from C to B class in this episode.
Classes from C to A more or less normal and have understandable scaling, but S class was created for monsters among humans. They are on a whole different level.
Saitama’s power is the power of satire. The entire series is a jab at stereotypical anime/manga tropes. He basically exists to counter them while living surrounded by them.

I love that during the hero seminar Genos looks pissed off because they disrespected Saitama by giving him a C ranking, and then says to Amai Mask that it was a rubbish exam that was a complete waste of time for the same reason. He also sees even speaking to Amai Mask as a waste of time because he's taking up time that could be spent with Saitama. Genos uses polite/formal speech when talking to Saitama, but is super casual or even rude to everyone else, with the exception of Dr Kuseno.
There are some exceptions to the rankings., just like you said. The biggest examples are: Class C Rank 1 mummen rider is one. He is only there for his popularity and for his spirit of awalys wanting to help. He dpesnt move up to B-Class because he knows he is too weak Class C Rank 390 saitama. You already know why Class B Rank 1 fubuki. She doesnt want to move up to A-Class because Amai Mask is there. She could get to Class A Rank 2 still, but she prefers to stay at first in something. Sibling issues. Class A Rank 1 Amai mask. He doesnt move up to S Class because he wants to control who goes to Class S. That's also why the association told him Genos had been placed there. Class S Rank 13 flashy flash and Rank 11 Superalloy Darkshine. Theyre very low (there are only 17 S Class heroes) because they always act in the shadows, but their strengh is easily rank 4, 5 or 6
don't know about darkshine being top 6, since the top 4 are blast, tatsumaki, metal knight and king with saitama, 5, 6 and 7 should be bang, flash and genos (not in specific order) since they have the best feat among the rest and can fight people that stomped darkshine. genos is up here because that 10 second overdrive is actually insane, in that 10 second, he's relative to full power tatsumaki and psychorochi

There are some in that particular episode where the monsters that saitama fought became what they desire the most, and that's why saitama became strong because when he fought the crab monster he desires that he wanted to become the strongest hero and dreamed about it, we can actually see in that episode when he said that his eye's glows in red.
That's not the reason... it's explained in the manga, Saitama's power come from a very stupid reason he trained so hard (for his own limits, not like the training was really hard at all) that he breaked his own limitations, which allow him to use more power than he could even imagine. He basically broke through the limitations that god putted on him, and the result is his strength is above any other entity in that universe. Breaking the limitations from god it's the same as unlocking unlimited power, it's like if you have a top charge you can put on your cellphone but if you manage to charge more than it's allowed, then the battery can take unlimited amount of energy, that's basically the argument of his strength, he is beyond any other being in terms of strength because he doesn't have any limitations.
I mean, I don't know if its ever covered anywhere, but if he was meant to be super weak and his limiter was meant to keep him super weak, who's to say that exercise plan wasn't enough to break it. Someone who has a crazy high limiter due to having extreme potential wouldn't be able to do it with the same routine, and might have to lift a mountain or something ridiculous.

Many fans are of the opinion that the 'written part' asked questions about what one would do in a variety of situations, as well as facts, and any _sensible_ person would describe things like assessing the strengths or weaknesses of an opponent or trying to come up with a plan, but _Saitama's_ answer for all of that is 'punch it'. Which, for _him,_ is a _totally_ fair answer, and the _correct_ answer, but the _test_ is based on people who aren't Saitama.
Saitama’s work out regiments how he got strong, he just left out some crucial details he probably deemed unimportant. First is that he took zero breaks. He did everything in one go without stopping for a breather. Second is that at any point during his workouts, if he saw a monster or villain, he would immediately go fight them and defeat them. What this led to, at least as far as the lore goes so far, is the breaking of his generic limiter. Every single life form has a genetic limiter, it’s why as you get stronger, it becomes more and more difficult to increase your strength. Saitama, on the other hand, has removed this limiter, meaning that his strength is theoretically limitless or beyond measure. It means that he doesn’t need a training by arc because his strength is already there. He can pretty much draw from an infinite well of strength and power.
Here's a theory... Just how the crab monster become one after eating lots of crabs and how the car monster become after repairing so much cars... That means in Saitama's universe when you break your limits you become what you do Or what you want to be.... Just so Saitama was a ordinary person he do 100 pushups and situps it was easy for him to break his limits...and that's how he get his limitless powers... Or another theory is.. That... He might be a God in human body but he just doesn't know it...

Saitama ranking is a phenomenon that you can see in Dragon Ball Z end of Cell Arc and whole Buu Arc. Saitama is so strong most people cannot believe it is real.
There is a theory as to why Saitama is so strong. It's a pretty simple theory, not confirmed. I believe the chapter should be adapted in the upcoming season 3. As for why Saitama was made a C-Class, the Hero Organisation has no idea the things he's done, the reason for which will be revealed in season 2. Even with the House of Evolution, they and Genos created a misunderstanding giving Genos all the credit for destroying the HoE. To them, Saitama is just an idiot with Godly strength who still has to prove his trustworthiness to them.

10:40 Ok, something to note. Look at the frames closely, for a single frame he appears to be past Genos. He didn't even hit Genos with the shockwave of the attack, just the residual energy it caused. He moved so fast he went past genos, threw that punch, which obliterated the landscape without touching it, then moved right back to in front of Genos to hold his fist out, and the shockwave of him moving back into position is what's blowing Genos away

Genos may be strong, and literally made of tougher stuff than rock, but there's no question he'd have been damaged if he got the full brunt of the shockwave, especially considering he's near the source of the cone of it, and it'd have been a concentrated force.
So the ranking do matter but they also don't. It's probably just best to keep in mind that some heroes are in higher ranks because of their strength while some heroes higher ranks have nothing to do with their strength.

Its not a spoiler (especially by the time you read this). S-Class was specially made. Its for people who are either really powerful or who's powers don't fit well in the normal ranking. For example Metal Bat was Rank B but his power is so weird he's much stronger than he seemed at the time. Pig God is likely the same. But regardless S is the strongest. There is no rank above them but powers within that tier are quite varied. Like, the bottom of Rank S couldn't even lay a finger on the top of Rank S (IMO)
They'll talk a little bit about what makes Saitama so strong, but honestly, its just a vague. I think it will always be that way, since it doesn't matter to the story. The truth is just, "He's a dude somehow got really strong" It works like this: Imagine how when shounen anime MC fights, they always get a little stronger than each bad guy they fight. Widen that gap of "always stronger" so Saitama is always crazy strong against whoever he is fighting. Even if he shows his full power against one guy, against another even stronger, his full power is just as high above that one too. Its a Shounen protagonist without the effort the exhert in their respective stories.

My personal headcanon/theory about Saitama doing so poor on the written test: All of the questions were along the lines of "You encounter a Dragon-level threat alone, what do you do?" and with Saitama's absurd strength he answers "I punch it." Without the context of his strength he'd seem like he was insane because what other C Class hero would punch a dragon level threat?
Amai Mask is S rank level but he stay at A rank 1 because he does not want other who is weak to become S rank. Additional information, you will need to get to the 1st of each rank for promotion for example, you need to get C rank number 1 to be promote to B rank and you need to be B rank number 1 to be promote to A rank. So you can say that Amai Mask purposely stay at A rank number 1 to stop the people that he think unqualified to become S rank from promoting and only allow those who he think is strong enough to become S rank (such as Genos).

You're taking Saitama's capabilities source too serious, the anime was meant to be a satire to fighting anime, like underdogs becoming godlike fighters through struggle, like Ichigo from Bleach, etc. just they did it sarcastically with normal training to make a mockery out of it. I love that during the hero seminar Genos looks pissed off because they disrespected Saitama by giving him a C ranking, and then says to Amai Mask that it was a rubbish exam that was a complete waste of time for the same reason. He also sees even speaking to Amai Mask as a waste of time because he's taking up time that could be spent with Saitama.
Genos uses polite/formal speech when talking to Saitama, but is super casual or even rude to everyone else, with the exception of Dr Kuseno.

There are some exceptions to the rankings., just like you said. The biggest examples are:
Class C Rank 1 mummen rider is one. He is only there for his popularity and for his spirit of awalys wanting to help. He dpesnt move up to B-Class because he knows he is too weak
Class C Rank 390 saitama. You already know why
Class B Rank 1 fubuki. She doesnt want to move up to A-Class because Amai Mask is there. She could get to Class A Rank 2 still, but she prefers to stay at first in something. Sibling issues.
Class A Rank 1 Amai mask. He doesnt move up to S Class because he wants to control who goes to Class S. That's also why the association told him Genos had been placed there.
Class S Rank 13 flashy flash and Rank 11 Superalloy Darkshine. Theyre very low (there are only 17 S Class heroes) because they always act in the shadows, but their strengh is easily rank 4, 5 or 6
don't know about darkshine being top 6, since the top 4 are blast, tatsumaki, metal knight and king with saitama, 5, 6 and 7 should be bang, flash and genos (not in specific order) since they have the best feat among the rest and can fight people that stomped darkshine. genos is up here because that 10 second overdrive is actually insane, in that 10 second, he's relative to full power tatsumaki and psychorochi

Saitama's power came from his own desire, it was hinted in the first episode. There are some in that particular episode where the monsters that saitama fought became what they desire the most, and that's why saitama became strong because when he fought the crab monster he desires that he wanted to become the strongest hero and dreamed about it, we can actually see in that episode when he said that his eye's glows in red.
That's not the reason... it's explained in the manga, Saitama's power come from a very stupid reason he trained so hard (for his own limits, not like the training was really hard at all) that he breaked his own limitations, which allow him to use more power than he could even imagine. He basically broke through the limitations that god putted on him, and the result is his strength is above any other entity in that universe. Breaking the limitations from god it's the same as unlocking unlimited power, it's like if you have a top charge you can put on your cellphone but if you manage to charge more than it's allowed, then the battery can take unlimited amount of energy, that's basically the argument of his strength, he is beyond any other being in terms of strength because he doesn't have any limitations.
I mean, I don't know if its ever covered anywhere, but if he was meant to be super weak and his limiter was meant to keep him super weak, who's to say that exercise plan wasn't enough to break it. Someone who has a crazy high limiter due to having extreme potential wouldn't be able to do it with the same routine, and might have to lift a mountain or something ridiculous.

Saitama’s work out regiments how he got strong, he just left out some crucial details he probably deemed unimportant. First is that he took zero breaks. He did everything in one go without stopping for a breather. Second is that at any point during his workouts, if he saw a monster or villain, he would immediately go fight them and defeat them. What this led to, at least as far as the lore goes so far, is the breaking of his generic limiter. Every single life form has a genetic limiter, it’s why as you get stronger, it becomes more and more difficult to increase your strength. Saitama, on the other hand, has removed this limiter, meaning that his strength is theoretically limitless or beyond measure. It means that he doesn’t need a training by arc because his strength is already there. He can pretty much draw from an infinite well of strength and power.

There is a theory as to why Saitama is so strong. It's a pretty simple theory, not confirmed. I believe the chapter should be adapted in the upcoming season 3. As for why Saitama was made a C-Class, the Hero Organisation has no idea the things he's done, the reason for which will be revealed in season 2. Even with the House of Evolution, they and Genos created a misunderstanding giving Genos all the credit for destroying the HoE. To them, Saitama is just an idiot with Godly strength who still has to prove his trustworthiness to them.

10:40 Ok, something to note. Look at the frames closely, for a single frame he appears to be past Genos. He didn't even hit Genos with the shockwave of the attack, just the residual energy it caused. He moved so fast he went past genos, threw that punch, which obliterated the landscape without touching it, then moved right back to in front of Genos to hold his fist out, and the shockwave of him moving back into position is what's blowing Genos away
You must be seeing things, because I checked each individual frame, and he didn't move past Genos. He literally just cancelled the punch, that's it.

Genos may be strong, and literally made of tougher stuff than rock, but there's no question he'd have been damaged if he got the full brunt of the shockwave, especially considering he's near the source of the cone of it, and it'd have been a concentrated force.

S-Class was specially made. Its for people who are either really powerful or who's powers don't fit well in the normal ranking. For example Metal Bat was Rank B but his power is so weird he's much stronger than he seemed at the time. Pig God is likely the same. But regardless S is the strongest. There is no rank above them but powers within that tier are quite varied. Like, the bottom of Rank S couldn't even lay a finger on the top of Rank S (IMO)
They'll talk a little bit about what makes Saitama so strong, but honestly, its just a vague. I think it will always be that way, since it doesn't matter to the story. The truth is just, "He's a dude somehow got really strong"
It works like this: Imagine how when shounen anime MC fights, they always get a little stronger than each bad guy they fight. Widen that gap of "always stronger" so Saitama is always crazy strong against whoever he is fighting. Even if he shows his full power against one guy, against another even stronger, his full power is just as high above that one too. Its a Shounen protagonist without the effort the exhert in their respective stories.

Amai Mask is S rank level but he stay at A rank 1 because he does not want other who is weak to become S rank. Additional information, you will need to get to the 1st of each rank for promotion for example, you need to get C rank number 1 to be promote to B rank and you need to be B rank number 1 to be promote to A rank. So you can say that Amai Mask purposely stay at A rank number 1 to stop the people that he think unqualified to become S rank from promoting and only allow those who he think is strong enough to become S rank (such as Genos).

You're taking Saitama's capabilities source too serious, the anime was meant to be a satire to fighting anime, like underdogs becoming godlike fighters through struggle, like Ichigo from Bleach, etc. just they did it sarcastically with normal training to make a mockery out of it. But the show gained popularity and thus also seriousness, especially starting with season 2 that for me is better than season 1. Garo is my fav character, he is barely mentioned as Silverfanflg's disciple gone rogue in this season.
He is A1 so anybody who is S must better than him otherwise S rank would lose its meaning.
