Personally I think that the Witch Outfit and Ribbon is the best combo. The Captain of the Sea dye was my previous favorite before I beat Snatcher EX. Although I have a headcanon that Hat Kid puts on the Captain of the Sea outfit when going on the Arctic Cruise.
The Ribbon is cool, but I love the Chicken Hat too much! For outfits I played with Vanessa's dress, Detective outfit, and Hiking outfit for a while before settling on the mod-added reward (not spoiling it here!). Probably would like the Snatcher minion look more, but at most I'd be able to get... 2 stamps, maybe? ...before I run out of goodies to grab after obtaining it.
