Sir wouldn't the service period of an ias officer gets disrupted when they take study leave ? Because I have seen many officers who holds even a PhD from abroad and still holds the higher rank. (Secretary to a department)To get into that rank they need lot of experience. Please clear this doubt sir.Will that study leave would also be counted as his or her service period ?
