    First was the "Developer", then was the "Designer":
    Developers invent/program interactions, animations, experiment with what is possible in web and with CSS, HTML, and JS and make it real.
    Then Designers can design what Developers have invented.
    Designers weren't able to design e.g. a 3D rotating cube years ago in a website, because it wasn't possible to do it, or these cursor-follow animations if a developer wouldn't have programmed those first (which were very tricky and hacky years ago). They wouldn't be able to design a page transition effect or e.g. an image that zooms in and becomes the header of a new page, if developers hadn't invented "one-page-app" frameworks first that makes this transition possible, or even the simple carousels they design all the time with the half-cropped image to the right that indicates 'more elements', these were pretty tricky to do years ago and were first invented and programmed by developers and the same "slider/carousel" libraries that made approaching this design possible... they weren't just a given.
    Designers today just copy and paste what others have created.
    The best designs and websites are created by developers, designers wouldn't be able to design these interactions if they wouldn't have seen them first implemented by a developer.
    That's why as "Nkenna" suggests, you can't just design these websites and interactions (like in Figma) beforehand... these interactions are designed and implemented by experimenting during Development.
