I just got a CP21B notice. The IRS made an increase in tax to my tax return without any detail information. In a result, my tax refund was reduced. I don't agree with the changes. My question are: 1. Shall I deposit the refund check when I receive it within 2-3 weeks? 2. When shall I respond to the notice? I would appreciate any advice. Thanks!

If you don't agree with the changes, then you should contact the IRS to discuss the change. Specifically, ask how this change was calculated, and see if the IRS employee's information matches the information (if any) on your notice. You should not deposit the refund check if you are still disagreeing with the notice, until after you've reached a resolution.

So do you supposed to get this notice AFTER you tax refund has been sent and received ??
Does the cp21b notice means it’s an extra or overpayment ??

The IRS generally sends this notice after they've reviewed your tax return and made changes (in your favor). According to the IRS website, the following is specifically what this notice is for:
"We made the changes you requested to your tax return for the tax year specified on the notice. You should receive your refund within 2-3 weeks of your notice."

@@Official_Trvprixh You can always call the phone number on your notice and ask the IRS to look into the difference. That's probably the best suggestion that I can come up with.
