I always thought Enel got shafted. Being early on in the series the only reason luffy beat him was because Enels devil fruit didn't work on luffy. I mean lightning is a crazy power and even if it didn't damage everyone it would probably have a similar effect to a tazer.
It made no sense that luffy could beat him. It would be impossible to ever actually hit enel without haki, since he‘s an op logia… So yeah, he definitely got shafted. But I guess he was really weak physically.

Im convinced that imu is immensely powerful, even without the ancient weapons. They choose not to get involved because they want the power dynamic of the world, but they dont want anyone or anything to shift that dynamic too much. The yonko's, revolutionary army, cipher pol, marines, etc. are all part of an orchestra that imu wants for some reason. Shanks met with the gorosei because he knows about this balancing act that the 5 elders are keeping together as per imu's demands

Every one knows shanks used haki...but at the time when episode 4 released it wasn't haki...It was like that he scared the seaking by staring at him...but later when haki introduced,it became/turn out to conqueror haki.

My top 10 list looks a lot different than this list, but this list may change my opinion. Very well done. Hard to argue with this list. It’s pretty much spot on!
I think people are vastly overestimating Im’s strength. I don’t think they’re skilled in combat, stronger than the Yonkou, or some haki master (though I suppose whatever happened recently in the manga could possibly mean that they have an ancient weapon). I prefer to believe that through their intellect and careful manipulation of events, Im set the dominos to fall in a way that puts them on top. I really hope this comment doesn’t age like milk (but it probably will.)

If Kizaru could actually move at the speed of light a single kick of his would destroy the entire world of One Piece. So he just can not. Not to forget, that this would imply Rayleigh could also move at the speed of light without the devil fruit, long past his prime. So he used to be faster than the speed of light. Everyone ever exchanging blows with him would need to be able to move at the speed of light, without even having the "light fruit" excuse to be able to pull it off. It is like claiming character's .... punch hits like 100 atomic bombs. The point was it does not make any sense for him to be that fast. Even ignoring the implications it would have for an object with mass to move at lightspeed. Which are pretty much the total destruction of the one piece planet. The speed of light is 300million meters per second. Assuming the one piece world is as big as our, which I doubt. The diameter is just 40million meters. That means he could go around the globe 7 times in one second. Or lets us assume 1 kick equals 10m of moving, which is really generous. That means in one second he could go to an enemy on the other side of the planet kick him 26million times and come back. He would be the sole ruler of the world since nobody could do anything about that. Nobody could plan or do anything anywhere without his interference just milliseconds after he got wind of it.

I would say Imu should be higher than Joy Boy that's why there's a Void Century because Joy Boy got defeated. Also Dragon might be number 3 /4, he is the most wanted Man means he has higher bounty than any living entity in OP. As the father of Luffy there is no doubt that this man possess an enormous power that's why he is so enigmatic even up to this day. He is one of the enigmatic characters along side Rocks, Imu and Joy Boy. The more enigmatic you are in the world of OP the more powerful you are. In case the theory that Dragon is the real son of Rocks then Dragon might be on the number 3 spot. Other characters that should possibly on the list are the Gorosei. Don't underestimate these dudes as these are the real Generalissimo of the Imperial Forces. The existing Admirals we see are their Field Command Admirals, when it comes to Armageddon war like what happened before the Void Century these Gorosei will take over the war command. EOS is will see Luffy fighting Im Sama and the Gorosei against the five strongest ally of Luffy. At the end of the series we will conclude the Luffy will be the strongest character ever and will ever exist. Like other manga will be witnessing how the humble main character rose to beat the existing antagonist of the series.
Imu is definitely powerful he has to be, Since he is the leader of the World Government even if we dont know anything about him we do know he uses a Sabre (Because he used it to cut Luffys and Blackbeard bountys). He has to be strong I am thinking like a bit more than Kaido strong. Also people say that Blackbeard is the final boss for luffy but I think its Imu.

In fact he was granted access to all of Brooks memories and abilities in addition to his own. It's even stated in the manga that despite his body being hundreds of years old, due to the reanimation technique he is actually stronger due to having all the strengths of both himself and brook, with none of the weaknesses. He was granted the title of King and Sword God mainly due to his reputation and not his feats. The people called him this because of his willingness to always help those in need and his penchant for always dualing to the death. In fact his grandest known feat was slaying a dragon. One who's size and power and never fully stated. I am not saying he isn't or wasn't a powerful samurai but compared to the current power levels of the main heroes and villains... He's a not even close. Zoro surpassed him several arcs ago.

I think people are vastly overestimating Im’s strength. I don’t think they’re skilled in combat, stronger than the Yonkou, or some haki master (though I suppose whatever happened recently in the manga could possibly mean that they have an ancient weapon). I prefer to believe that through their intellect and careful manipulation of events, Im set the dominos to fall in a way that puts them on top. I really hope this comment doesn’t age like milk (but it probably will.)
then Im is on top cause of the resources available to him, cunning intellect and strategy simple lol. Direct force isnt always what makes someone a threat.

If Kizaru could actually move at the speed of light a single kick of his would destroy the entire world of One Piece. So he just can not. Not to forget, that this would imply Rayleigh could also move at the speed of light without the devil fruit, long past his prime. So he used to be faster than the speed of light. Everyone ever exchanging blows with him would need to be able to move at the speed of light, without even having the "light fruit" excuse to be able to pull it off.

The point was it does not make any sense for him to be that fast. Even ignoring the implications it would have for an object with mass to move at lightspeed. Which are pretty much the total destruction of the one piece planet.
The speed of light is 300million meters per second. Assuming the one piece world is as big as our, which I doubt. The diameter is just 40million meters. That means he could go around the globe 7 times in one second.
Or lets us assume 1 kick equals 10m of moving, which is really generous. That means in one second he could go to an enemy on the other side of the planet kick him 26million times and come back. He would be the sole ruler of the world since nobody could do anything about that.

Other characters that should possibly on the list are the Gorosei. Don't underestimate these dudes as these are the real Generalissimo of the Imperial Forces. The existing Admirals we see are their Field Command Admirals, when it comes to Armageddon war like what happened before the Void Century these Gorosei will take over the war command. EOS is will see Luffy fighting Im Sama and the Gorosei against the five strongest ally of Luffy.
At the end of the series we will conclude the Luffy will be the strongest character ever and will ever exist. Like other manga will be witnessing how the humble main character rose to beat the existing antagonist of the series.

In fact he was granted access to all of Brooks memories and abilities in addition to his own. It's even stated in the manga that despite his body being hundreds of years old, due to the reanimation technique he is actually stronger due to having all the strengths of both himself and brook, with none of the weaknesses.
He was granted the title of King and Sword God mainly due to his reputation and not his feats. The people called him this because of his willingness to always help those in need and his penchant for always dualing to the death.
In fact his grandest known feat was slaying a dragon. One who's size and power and never fully stated.
I am not saying he isn't or wasn't a powerful samurai but compared to the current power levels of the main heroes and villains... He's a not even close. Zoro surpassed him several arcs ago.
