If you get to know them through the internet, they usually ask you very quickly if you'd like to hang out sometime. If it's someone you meet personally like at work or school or through friends, they often try to let you know through gestures, like them giving you their jacket when your cold, giving compliments, texting you everyday, asking how your day went and stuff, hugging you a bit longer than others would when saying hello or goodbye etc... I can't speak for everyone, but that's at least how i expiereanced it here. If they wanna confess to you they usually tell you pretty straight up without any major event or flowers and stuff...
