This airport is making customers zig-zag through a massive customs line-up for nothing. They could easily move the custom card inspector to the beginning of the line, instead of right up near the custom officer desks and check through many travelers. Purposely making you wait an extra 40 minutes to 1 hour after a full day of travelling. Horrible..... starting to hate travelling, that's what they probably want to happen.

Yes, you are right because you will go through Canadian customs up on arrival and then through US customs at the border.
@@YashNicowas wondering since I know of cases of people driving from the US to fly out of YYZ.
Yes, and vice versa. But either way you have to clear customs in both countries.
