Not at all. Water is the definition of wet, it is inherently wet to the point that it is synonymous with wet. Just because water makes things wet, doesn't mean that it's not wet. The thing is that the lightskin dude is looking at it from a human perspective. You have to look at it from a fish perspective too. If a human, being dry, puts their hand in water, it is partially wet. If a fish puts its fin outside of water (into the air), then it's partially dry. You can't say water isn't wet because the whole existence of water is wet. The opposite of wet is dry. You cannot say water is not wet, but that eliminates the existence of dryness. You can't talk about light without dark, full without empty, etc.
