As we evolve spiritually our virtuous & divine qualities of selfless Love & divinity unfolds in us 2become a true human.
In a general way what you say holds true. But there are also special descents and manifestations of the Divine Mother that assume a human body to help and guide humanity or for some special work and action.

How to deal with someone who's violent towards us ? We don't have that strength to forgive him
Dear Saswati
Forgiveness is an inner condition. It does not mean allowing someone to beat us up. That will only encourage his violence which emboldened by the blind or meek acceptance of those around him will spread out to others. While the heart should remain as free as possible from reactions of fear or anger, it is equally important to stay the person and stop his violence by whatever means that are appropriate and within your reach. This the teaching of the Gita. Not to respond to it may be more detrimental to both the world as well as to the individual. Therefore you must do whatever is within your means to stop the perpetrator of violence. Forgiveness is something else. It is not to carry any grudge or offence against him, to have for the person a state of benevolent compassion for his weak state, One can even pray for him to get rid of weakness but between this and accepting violence against oneself or others there is a big difference.. .
