It's just basically hacking stuff around you and ther's sometimes a voiceline that is like "blackout time" or something like that.

the blackout was getting progressively worse and worse each time
in watch dogs 1 it was so amazing and cool
in wd 2 it was "yeah"
and in legion.. yea
wdym there was no blackout in legion. I mean you can do it once during a dlc mission but that was bout it.
