The referee never stopped the game for offside and play did not resume with a freekick for spain. Therefore the ref definitely didn't see offside. But it might have been, right? This question could be answered using the video footage UEFA has that is sent to VAR during the match. However UEFA has refused to release said footage, for whatever reason. A German TV channel (who else) used their footage from a more difficult angle to determine it. They also don't have access to the data of the chip in the ball, so they also had to eyeball the correct frame. Their result: no offside. But as i said, we cannot be sure, unless UEFA cooperates. Lastly, the question remains why UEFA isn't releasing the footage. If it is offside, they could use it to prove that and get the ref out of all the controversies about the handball as the goal would not have counted anyways. This does imply it might not be offside and they do not want to further heat up the argument by confirming that. But in the end, nothing is sure. No. It's because of a guideline for handballs set by UEFA. Cucurella's arm was in the process of getting closer to his body while in a nearly vertically down position. I think Cucurella should've been punished for not pulling his arm back enough, but it seems like Taylor and the VAR team followed the rules.
