For me restart the PC some times didn't make it went to diagnostic option, the solution to this issue was to start windows from a bootable usb and after select the language you have to click on "recover your PC" or something like that, then follow the video steps and it works perfectly.

When you say power key is it the on key in the back or just the regular on off button?

@@LotusGeek appreciate the response.. I am having a PC repair place turn it back on now(guy thinks he can get it back on without reinstalling windows, but will do that if he has to). Also, I had horrible frame drops in the games I was playing so he’s doing a full diagnostic to figure out what’s wrong, so I needed to bring it in anyways.
make sure to remove any external plugs like mouse, keyboard and etc. it works!

Bro I just Do Network reset And then it Shutdown (well I know It Take atleast 2 or 3 minutes) And when I Turn on my PC

But all time it says your pc couldn't start Properly ,,, and I also tried to go to start up repair So that I can access to command prompt As I had Made the Restore Point before Network reset
But I cant Go or Not Doing it properly
But I have not deleted any files Of windows only do Network reset To fix some Network Problems
