Coma, craft some backpacks and put them in the boat box. When you run out of room, throw one on and fill it up, then drop it in the boat. With the new boat physics, they don't just fall through the floor anymore.
(Full disclosure, I have only tried this with the bow of the RHIB. I could stack five backpacks without them bouncing out.)
