The outside socket can only be turned on inside the house. Otherwise it's always switched off unless someone wants to use it while on the porches. It's switched on/off using a cooker socket which is usually in the house.

I would advise you do away with outside socket for security purposes. Someone could daemolish the steel doors easly by using that
