Seems to me that he represents the viewer, or humans in general. Most of us like to see suffering (either fictional or real, the fact that attack on titan is popular proves this), we romantisize this suffering we make quotes about it we become interested in them but when it happens to us we hate it.

Even though he was a sick human being the words he said had truth, we have been living in a era of peace for so long that people find it boring and seek to hurt others or cause trouble for some excitement. While we may be at the top of the food chain and have no inherent predator we still have ourselves at the end of the day.

0:23 when he was saying this quote I had a thought that he was saying this quote at the viewer. How people want to cruelty whether it be watching people fight, watching violence from the media or TV, creating atrocities and seeing the fireworks.
He says this quote and then he get pushed into the Paradis island and he was getting horribly and cruelly murdered before our eyes and many viewers watching that episode enjoyed seeing him die in a horrible way, thus proving his point exactly. It is when one looks at things from all angles, all perspectives, all points of view, that they realize there is no judgement to be made. No one who dies of anything other than old age ever really feel at peace and acceptance with their conciousness coming to an end in a painful and inescapable way.

It represents humanity to its fullest. People enjoy watching other people suffer, no matter if it's just 'animated' but hate it when it happens to them or when other people do the same to them. That's just how humans work.

If he thought in any way that he was going to have a peaceful death then he's delusional. You can see it all now. How people want full rumbling at the end proved everything. They said it's just fiction but there's dark true here. They enjoyed cruelty but since they don't have power to do it they hide it but enjoy when it happens for others in real life or someone make some story out of it.
This scene feels like the core of the anime for me. Humans are, at our most primitive, savage in nature. We developed governments and order, but before it was a kill or be killed world. Ive noticed a recurring theme of people that claim they're ready to die, but aren't. Nanaba, Carla Yeager, Sgt Gross, Grisha to name a few. In that last moment they want and fight to live. As natural as mans nature to be savage is its will to fight or flight faced with certain death. And Gross called out everyone breaking the 4th wall to show were just as twisted as he is

The crazy thing is that he isn't wrong. Looking at the military state Paradis turned out to be and everything Eren and Zeke are doing in the anime, They would probably be butchering the other races. I may not like sergeant gross, he was cruel but his reasoning was fair. We’ve heard the story from gabi millions of times, but we overlook it because she was annoying with it. One day the eldians came to their homes, conquered their country and nation, and even changed their language. It makes sense that they kill eldians, it’s because of what they did in the past. While yes, it’s not anyone’s fault anymore, it’s hard to forget what a race viewed as demons by the entire world did to your country, that’s why I support marley.

Amazing just how right he was, especially considering the amount of people who support the rumbling knowing full-well innocent lives like the immigrant family that took care of the Scouts would die brutal deaths as a result of Eren's actions.
