It's actually the sound of Xenophanes laughing! Much like the parts where Scorched glitches out, a few other characters laugh along with him. This includes RE-RUN, an unknown character (referred to in the .flp as "SkinCrawl"), and, as previously stated, Xenophanes. He's the only one you can really hear properly.
