Christopher Nolan is so good with ambiguous plots in movies. This is one of my favorite movies and even though I've watched it thousands of times I'm still not sure whether Dormer meant to kill Hap or not. I'm not too hard on myself because Dormer didn't know either lol

Likely the original evidence would of been submitted and rejected. Then he would of got the blood samples which would of been enough to go to trial.
