The only way to be characters is like the other gachas who collab, stopping every banner schedule to make a patch or two just for the collab in banners. But HSR banners are story-related and there's always new characters getting introduced. In other words, it's all or nothing: halt all story, planets, schedule and new characters in order to add stuff from a different franchise as stand-alone content to allow character banners... or it's something else without all those risks. I hope they make it happen despite having no interest in fate, because it would be just another massive HSR W, but I'm definitely not expecting it when they haven't made a big deal out of the announcement yet. It could just as well be some offline event or something.

The Throne of Heroes doesn't exist in Hoyoverse since they don't sing the tales of the Heroes like Fateverse and none of the civilization in Nasuverse is advance enough for the Honkai to see worthy of embrace. And using the Imaginary Tree itself is hardly possible since the best thing a Genius Society member can do is proposing a theory about it. Not meddling with it directly like Otto
