These guys were legit tough guys. Flair would be the first to tell you that. I’ve seen him say it many times. But, if you’re talking the total package, Flair was better than both.
Flair isn't the goat of all wrestling, no way. Maybe in the south he was one of the best, but no way in all the U.S. or world. Various people did better matches in all of his eras. And a ton of guys had better more varied mic skills
When I went to a wrestling meet and greet all the greats that are alive were there except the Funks. Ric Flair easily had the longest line waiting. 'Nuff said. Hulk Hogan himself said, "it isn't me for sure. Flair did 60 minute matches all over the world. I never did one."
In terms of in ring when it counted? For sure, him and Shawn are neck and neck. But there's other factors to consider and it's neither of those 2 fault the WWF was in seriously trouble with people tuning out and the scandals and all. So without the drawing power of their predecessors and successors they can't be tops IMO.

His car flew 80 feet. He was pronounced dead on the spot until he started moving. He beat Polio and cancer. He was one the only 2 men that Andre the Giant feared.
Sammartino was one of the most boring wrestlers to ever get in a ring. yeah his styled worked a hundred years ago..but, his later matches were nothing but snooze fests.
