Its not compulsory. But if you require resolution of IP to name, then you have to do it. Most of the time, it is not necessary.

Hi, i have below error after configure secondary DNS.
The DNS server has encountered a critical error from the Active Directory. Check that the Active Directory is functioning properly. The extended error debug information (which may be empty) is "". The event data contains the error.

This error doesn't have anything with the secondary DNS or its configuration. Secondary DNS just get a copy from primary DNS server. You have DNS error on your primary DNS server. Restart DNS server and again check logs if still error is there.You can use dcdiag or nltest to start with but there could be number of issue.

Its up to you. Both will work fine without any issue. You can specify the IP address manually if IP address is not listed as a Name server in your primary DNS server (Primary Zone).
