The fed gives the city money specifically and purely for covid relief. The mayor holds the money and loops it into a budgetary process to determine what the funds should be spent on. The money wasn’t given to the city for anything outside of covid relief at an individual citizen level. It couldn’t be clearer. The money is for the people. Determine how many people qualify for relief and divide $1bil by that # of qualified residents. Send them a check. Period.
