And here Rimuru's rules backfires on him. The citizens of Rimuru city cannot fight back because they cannot harm/kill humans but he did not specify if they can defend themselves. In fact, this was never shown in the anime, the Kijin (Benimaru but I could be wrong) stated that they who did fight back will never mention that they did because they did not want Rimuru to know they broke his rules. You could argue they were justified but they interpreted those rules as absolute.
