I was always saddened by the fact that Apple never revised this model to add support for DDR4 RAM and the Xeon E5/E7 v3/v4 CPUs. It would have made a huge difference for people who wanted more processing power, though it also would have likely required them to order a different extrusion process for their aluminum heatsink wedge in order to cope with the higher TDP of the chips. I'm currently running a 20-core Xeon from the E7 v4 product family and it's quite nice, though I am running Windows since making a hackintosh is just a pain. It would also have been nice to get more upgrade paths for the graphics cards, though AMD moving away from Crossfire and Apple and nVidia not being on good terms, I can see why it may have been problematic to try to upgrade a machine intended to use two graphics cards like these.

That's why they redesigned the machine as Mac Pro 2019, much more modular than this one

when i turn on my MAC PRO 2013, the leds of ports turn on by a few seconds but after then turn off and mac don't start, do you now whats the problem?

Take the casing off. What error led's do you both get when you hold a magnet up to power supply to the right of the HDMI? There is a manual with the led errors. my suspicion is the button battery is dead on the PSU board if you take it apart or a blow mosfet or fuse.
