There are two theories for not shooting Deva in the court :
1)She is not the actual Ruler....Since she is daughter and just a temporary ruler and killing a lord is a big thing so she can't able to take decision regarding that killing lord....it should be real King that is her father....So untill he returns they prisoned them.
2)There is a rule in constitution " Those who have strength they prevail ..something like that 🤔 " which they told before attacking Varadha.. he killed a lord so he has power now something like that...
But iam not satisfied with these not sensible logics...but just wanted to say....
