It is a safety reason, it is to force the rider to get off the bike when refueling. If you stay on the bike when refueling and there is a spillage or incident you will go up in flames. So it is made to be uncomfortable for the rider to refuel while on the seat.
My BMW GS is that way round (opens towards the seat). Maybe there's a reason...but I can't think of one. 😁

It’s also to stop the flap embedding into your body in the event of a front end impact
I always get off the bike when refueling. Its a chance to stretch the legs a bit but I see many doing this and I think it is an unnecessary risk
I sit on it to get the bike level and get as much fuel in as possible 😊
