Swap the 10k pot for a multi-turn 10k pot to get better voltage precision. Those capacitors are far too small, you need at least a couple of 4700uF capacitors after the rectifier to reduce the ripple. A 4004-4007 across the LM317 is also a good idea to protect it from back EMF.

Both regulate the voltage down, but the buck converter does it much more efficiently. If you have a buck converter, use it. Just be aware that it may produce switching noise, which some electronics won't like. The LM317 is a linear voltage regulator. It won't produce switching noise, but every watt that you won't use will be turned into heat, reducing efficiency. The 7812 or any 78xx family regulators decrease a fluctuating voltage into stable 5, 12, 15, 18 or 24V that isn't adjustable. Supply 7 to 29V into a 7805 and stable 5V comes out. Don't forget to use a heatsink, as they can get up to 125 °C (257 °F) while dissipating!
