you should rather upgrade your gpu to like an 3060 if you dont wannt to spend too much money or an rx 6700 xt for the best value and for the cpu go for an intel i5 12400f because 10400f is to low and the gpu would bottleneck the cpu and the 13400f is too much for the gpu to handle so if you meet in the middle then you good the perfect balance for your pc

My PC has an Intel Core i5-10500 10th Gen with 3.10 Ghz (same gen as your CPU) and if you want a good GPU then choose a RTX 3080 or a Radeon RX 7800XT, but if you want to upgrade the CPU, Then choose an Intel Core i5-12600F, those are really cheap right now with just less than $250 and perfect for budget gaming, or choose the i5-13400F as you say, in my opinion get the i5-12600F.
But if you also need like RAM or Storage, go with 32GB or 64GB depending on your budget, and a Nvme PCIe M.2 SSD, or a SATA One, but don't choose Adata, those have the highest probability of failing, and get a Good CPU Cooler and Good Thermal Paste, like the Arctic MX6.

Edit: if you wanna upgrade, check your Motherboard and Power Supply (PSU) the most important thing for upgrading CPU's is the Compatibility, like you won't put an Intel i9-13900K 13th Gen with a Chipset for only 11th Gen CPU's, take that in mind.
