You can use rations
Ye they seem to only spawn in the hunting grounds
But you can get some in the anniversary event

Im now 132 lvl why no wach the event low my lvl? Mobile game use you ?
Maybe it is because of your settlement level, if you do not have enough settlement level the event will not appear for you
