Shadow is confirmed more powerful than Sonic in there base forms. Shadow has the chaos force. Sonic doesn't. In there Super forms there evenly matched. But Shadow's super form lasts longer than Super Sonic. And Shadow in base form can stop time with Chaos control. It's conformed Shadow can use it with out emeralds due to the chaos force. Sonic with out emeralds had no chaos abilities and his only abilities are his speeds. But that won't be enough. Shadow can just freeze time break Sonic's neck and it's over.

Sonic has fought and defeated Knuckles, Chaos, and ultimate Emerl who are all stronger than he is. Shadow has made several less than intelligent decisions in the series, and Sonic's experience facing enemies of different kinds makes up for what strength he lack compared to Shadow.
