..so that's one reason they don't want front facing number plates...imagine, if "no contact apprehension" was widely enforced, with video evidence, the enforcers don't have to disturb the flow of traffic just to apprehend these traffic violators (all types of vehicles)....

What can I say, these motorcycle riders have a lot of money to pay for that 5,000 peso fine. So much for their "anti-poor" complaints and "why are they only picking on riders".
And they keep on wondering why IACT keeps on doing daily operations. If there are no enforcers, they will violate the law. If got apprehended, will complain and ask for forgiveness. Its just a matter of discipline.

Raise the penalty prices like this:
First Offense: 10,000 pesos
2nd Offense: 25, 000 pesos and suspension of license for 1 year
3rd Offense: 50,000 pesos and suspension of license for 2 years.

Agree first offense should be higher, but no difference how many wheels are under you.

This is problematic speaking of the Provincial buses from the Northern parts of Luzon they have to use these bus lanes as discharge only southbound pick up Northbound. Which would mean the motorcycles end up blocking the provincial and BRT buses

Often times it's too late for an enforcer to realize that the motorcycle doesn't have plates when it already passed them.

keep up the good work. from the videos shown, a vast majority of riders are already on the correct lane, just a few undisciplined ones are the exception. keep apprehending them and hopefully they learn their lesson and becomes compliant.
Driving against traffic ? Most countries a person would be tossed in jail and vehicle impounded and driver license revoked. And if the jail gets overwhelmed , then they might learn.
