I think your analysis is spot on. The only thing I felt differently about was the police in the beginning. I think he was showing two things. First that some police get out of control with the first one losing his cool and some police are good with the officer pushing the first officer back. Not all police are bad. Secondly, I think it was a message to the police that they need to correct their own behavior amongst eachother, by showing the officer reprimanding the others.

9:13. In regards to the wheel printed with "My Black Death" - This is the title of a 2015 pamphlet by artist Arthur Jafa, who also directed this music video. Studying more of A.J.'s work gave me more insight to the message of this video. I might sum it up with the title of his 2016 film - "Love is the Message, and the Message is Death," which in turn uses Kanye's Ultralight Beam as its soundtrack. On Jafa's vimeo page you can also find the source footage of the gospel singer - the video is titled "Nothing But the Blood."
Another interesting note - Jafa also worked on Eyes Wide Shut with Stanley Kubrick which came out just before Kubrick's death in 1999, and talks in the Pamphlet about how his 1968 film "2001: A Space Odessey" affected him. To come full circle, this Kubrick film was remembered at the end of 2020, not 5 months after this video came out, by the mysterious 3-sided metallic monoliths which started popping up all over the world. The first monolith in Utah was apparently placed in 2016, around when Ye "ranted backstage" comparing himself to Kubrick, and the same year Ultralight Beam came out on T.L.O.P.
