what about on a shallow well pump, just install vacuum guage on pump head and take a reading then multiplying by 1.21 x the reading.

Yeah, great idea! Most guys don't have ice out in the field, but if you have some available, that would work just as well.

Well levels change with climate change. Is there something that you can setup in the well that would be able to monitor water level through a meter so we can check water level at anytime while the well pump is installed

Can you use the 300ft. tape with a weight method with the pump in the well still or would it get caught ?
Probably but be carefull. I would use a smaller dense weight and use electrical tape to cover any sharp edges that could snag.
