The funny thing about Arsenal bottling up the title race this season is that they also denied the rivals Spurs a chance to play in the Champions League football. A quarterfinal exit to the worst Bayern Munich team in this decade, along with the failures of the other English teams in the Europe, including Manchester City and Liverpool, who were in the title race of this season, denied Premier League's extra spots in the Champions League. In turn, Spurs' losses to Arsenal, Liverpool, Manchester City, and Chelsea meant that Aston Villa will play in the Champions League, after beating Arsenal twice this season!
Arsenal didn't bottle anything. You guys just throw the word around like crazy. So did liverpool bottle it in their 97 points season? We took it to the very last day, and this was a 3 horse race for a lot of the season, a race where we weren't even first for most of it. The Bayern game is definitely disappointing, but that's not how football works. Just cause Bayern is crap doesn't mean we are guaranteed to win. Where is the criticism. for Real Madrid when they almost lost to this "Worst Bayern team in a decade". If it weren't for a bad ref decision, Madrid would have been knocked out.

As a city fan I legit don’t know how we won the league the last two seasons over arsenal

City won the league because they are a more experienced team, a more experienced project, guided by one of the most successful managers of all time. Arteta has been a full time manager for about 4 years, the board only started to trust him about 3 years ago, and our club is filled with unexperienced players. Meanwhile, our squad still has a lot of deficiencies, like the lack of a proper finisher, we still need a holding midfielder, a backup for Saka, a new left winger, and possibly a new left back (love Zinny but he ain't doing it). If we give Saka at least a proper backup, we bring in a striker, a midfielder and give Trossard Anne Hathaway's phone number, things might improve.

About your last point concerning an elite finisher. Havertz played as a striker 11x in the league this season. In those games he scored 8 and assisted 6.
Compared to 26 games in midfield with 5 goals and 1 assist.
